Is the government just a front ? Is there a secret organization with in the government ?

It's actually way more creepy and way more out in the open than Harry Potter. The constitution says we can "petition our representatives for redress of grievances". Some have a lot more time, a lot more money and a lot riding their "grievances". It's big business that pulls the strings, and pulls them as tight as we'll let them.
